New Yorkers can now apply for the Home Energy Assistance Program (HEAP) to help with heating costs this winter. Starting December 1, eligible households can receive up to $996 based on their heating source. The application period was delayed due to a 43-day government shutdown, which postponed the release of federal funds.
Governor Kathy Hochul announced that HEAP is open to those meeting income and household criteria, such as a family of four with a maximum monthly income of $6,680. Applications can be submitted online, by mail, or in person at local social services departments. The program, funded by the Office of Temporary and Disability Assistance, aims to support 1.5 million New Yorkers this winter.
The delay in HEAP's opening was due to the federal government shutdown, which halted many assistance programs. The shutdown ended with a stopgap bill signed by President Donald Trump, but delays in fund disbursement affected the program's start. Governor Hochul had urged the Trump administration to release $400 million for HEAP.
